I would think it already exists. We'll soon see. I'd like to have it as well. p.s. I would change the name of this thread to "Center Point of Group/Component Plugin?"

We can then snap the circle's center to e.g. cusp nodes, or to a grid by dragging the circle from its center. The arc can then be transformed to a circle again by clicking "make whole" () when in path mode.

In your example I would like to grab the center of the line and move without the ends moving. The reason for this; if I need an extra segment in the line and I draw a new line next to the old (with 2 segments) and then erase the original, it breaks the model. You have hit the “Bullseye” when you notice a triangle with an X (shown below).
