I use the Teams desktop app (Microsoft Teams Version 1.3.00.21759 (64-bit)) and I am no longer seeing team avatars/pictures as of about a month ago.I can see them in the online version as well as on my mobile and iPad apps. WebbAFAIK, photos of external users are not displayed unless a photo for that user is within your directory. I don't believe any service (currently) looks up photos outside your directory. You could leverage the Set-AzureADUserThumbnailPhoto powershell command to add a photo to any Azure AD user object (Member or Guest).
